I think I might use super glue or rubber cement.
remember, not all super glue works on plastic. a hot glue gun might work, depending on the plastic, but i know it would stick to the rubber for sure, and those can be bought anywhere for like $7. you might also go to your local craft store (Joann's, Michaels) and ask them for a heavy duty glue specifically for plastic. it will most likely end up costing you less than $10.
